Currently, China Energy undertakes the task of targeted poverty alleviation and pairing assistance in nine counties involving a total population of 1.57 million, making it one of the centrally-administered state-owned enterprises that shoulder the greatest share of the poverty relief task.In 2017, a combined 80.15 million yuan (US$11.7 million) was invested by the group in poverty alleviation and aid. By the end of 2017, there were still a total of 164,500 registered impoverished people in the nine counties, posing a daunting challenge for the group to achieve the goal of lifting all the people out of poverty by 2020.
1.By task type：The State Council Leading Group Office of Poverty Alleviation and Development, and Ministry of Civil Affairs (MCA) assigned the group to carry out targeted poverty alleviation in seven counties including Mizhi, a county of Yulin City in Shaanxi Province also designated as a key poverty county in an MCA campaign of “Helping with Emergencies and Difficulties”. National Development and Reform Commission has specified Nyainrong County, in Nagqu Prefecture of the Tibet Autonomous Region, and Gangca County in northeastern Qinghai Province as pairing assistance targets of China Energy.
2.By distribution area:These nine counties cover six provinces and autonomous regions, namely, Nyainrong County in Tibet, Qumarleb County and Gangca County in Qinghai, Butuo County and Puge County in Sichuan Province, Wubao County and Mizhi County in Shaanxi Province, Ningcheng County in Inner Mongolia Autonomous Region, and Youyu County in Shanxi Province.Among them, Qumarleb, Gangca, Butuo, Puge and Nyainrong are located in deeply poverty-stricken areas, while Ningcheng, Youyu, Wubao and Mizhi lie in old revolutionary base areas.
3.By poverty incidence rate:By the end of 2017, there were three extremely poor counties with a poverty incidence rate of more than 18 percent, namely, 30 percent for Butuo County, 22.7 percent for Nyainrong County, and 20.4 percent for Puge County; three deeply poverty-stricken counties with a poverty incidence rate of about 10 percent, that is, 12 percent for Wubao County, 10.7 percent for Qumarleb County, as well as 9.8 percent for Mizhi County; and three counties with a relatively low incidence rate of poverty, namely, 4.3 percent for Ningcheng County, below 3 percent for Gangca County, and 0.46 percent for Youyu County.Currently, the poverty incidence rate is 3.1 percent nationwide. Across China, there are 334 deeply poverty-stricken counties with a poverty incidence rate of more than 11 percent and 110 extremely poverty counties with a poverty incidence rate of more than 18 percent.
4.By ethnic group:Three of these poverty-stricken counties are mainly inhabited by Tibetans, namely, Nyainrong County, Qumarleb County and Gangca County; two are mainly inhabited by the Yi people, namely, Butuo County and Puge County; and four are inhabited by the Han people, namely, Ningcheng County, Youyu County, Mizhi County and Wubao County.
5.By industrial structure:Three of these poverty-stricken counties, Nyainrong, Qumarleb and Gangca, rely on animal husbandry for economy, and the remaining six take agriculture as their main industry.

“China Energy Love Action”, initiated by the Foundation, is a public welfare program that provides medical assistance for children aged below 18 who suffer from congenital heart disease and leukemia. The program has won “China Charity Award” and “Best Volunteer Service Project Award”.
In a 2017 “China Energy Love Action” program, doctors and nurses treated and cured a child suffering from congenital heart disease in a hospital in Qinghai Province, in the northwest of China.

Keeping in mind China Energy’s mission as a centrally-administered state-owned enterprise, the Foundation has adhered to the concept of “giving strategic priority to public welfare” and focused on targeted poverty alleviation. By June, 2018, the accumulated revenue of the Foundation was 2.538 billion yuan (US$ 370 million) and the combined expenditure was 1.710 billion yuan (US$0.25 billion). The Foundation had conducted a total of more than 80 public welfare programs, benefiting tens of millions of people in 2,218 counties of 31 provinces, municipalities and autonomous regions.
